Mexico

Mexico is a Federal state located in Central America. The President is Felipe Calderón, who was elected in 2006.

The government’s use of the army to face organized crime and violence linked to drug traffic is systematic. While the Mexican army attempts to uphold and law, it often commits serious human rights violations - including homicide, torture, rape and arbitrary detention. Mexico allows servicemen to be prosecuted only under military jurisdiction - which often leads to impunity.

The judiciary, notwithstanding the reform, is afflicted by human rights problems, and is evidently inadequate to prosecute crimes.
